Residents of Dakota Dunes will see water and sewer increases soon as the Dakota Dunes Community Improvement District (CID) Board of Supervisors approved two ordinances at their meeting April 19.

Ordinance 2021-01 – An ordinance adopting chapter 7 utilities; Article II rates and charges code; Division 3 Sewer will increase the base sewer from $15 to $16 and the usage rate from $3.74 per 1,000 gallons to $4 per 1,000.

“It’s a 26-cent increase and basically parallels what the city of Sioux City is increasing our rate by,” CID District Manager Jeff Dooley said. “So we’re just passing that on to the consumer.”

Ordinance 2021-02 – An ordinance adopting chapter 7 utilities; Article II rates and charges code; Division 2 Water will increase the base rate from $10.10 to $11.11. The water tiers will go up anywhere from zero to 20 percent. The domestic-use tiers (0-7,000 gallons) will be in that zero percent range as where the higher-end irrigation users will see a 20 percent increase. A typical irrigation user could see anywhere from a 6.5 to 8 percent increase on their water bill.

“That’s how we’ve been pricing our water for a while,” Dooley explained. “We’re just trying to increase those upper tiers to reflect the cost of those water users and who’s putting the most strain on the system.

“The price of irrigation water is mainly what we’re focused on, not the domestic water,” Dooley said. “The price of irrigation water is going to be an ongoing situation as we move through the next few years. There’s an excessive amount of irrigation and we need to properly price that water.”

The board adopted a change to the water/sewer use map per Chapter 7 – Utilities: Section 53 – Connection Charge. One of the requirements to hook into the CID’s system was spelled out in an updated ordinance so that commercial and residential use was explicit. The new requirements show where contractors can connect into the CID’s system.

A $500,000 CD was renewed through 1st Financial Bank, USA at an interest rate of .45 percent with a maturity date of April 21, 2022.

In new business, the board awarded Mark Albensius, Inc. the Dakota Dunes Boulevard repair project at $55,962.50. Some of the road is deteriorating from age and usage at the entrance into the Dunes on the boulevard. Construction will take place to replace the existing road. There will be a detour while construction is underway, which isn’t scheduled until after Dakota Valley’s last day of school, May 17. The detour will begin at Courtyard Drive for access into the Dunes. As part of this, the CID added $125,000 to their street budget to conduct other repairs.

The board approved the purchase of a snow plow/truck/sander from Sanitation Products of Sioux Falls for $159,676. This will be the third truck for the CID. They also approved the Shay Road Infrastructure plan contingent upon minor engineering changes and approval from Big Sioux Township and the city of North Sioux City for road access.

They ended the meeting with an executive session for contractual matters, reconvened and adjourned until June 21 at 7 p.m.
